40 cases of offences against the legal prohibitions against Gambling malum prohibitum, have decreased for the obvious reason that by a monopoly in permission to act contrary to the common Law certain Gambling Tables being licensed the offenders at these have ceased to be brought before the Magistrates; but I am unable to trace serious crimes to the existence of an unlicensed gambling house in any instance.
Whilst I trace a remarkable decrease in cases of wounding (it was a marvel—not a lesser marvel) two cases of very grave robbery and one case of uttering a $100 forged note directly connected to these licensed Gambling houses and several other offences for which I can find no parallel before these licences were connected with Gambling houses.
In addition, great mistrust and uneasiness have been created in the minds of the responsible individuals towards their dependants and I believe that four-fifths of the respectable Chinese population are decidedly opposed to the System whilst its existence tends to lower respect in China for our Western Civilization.
The monopoly created by the Gambling Licenses exists not by Ordinance but by virtue of regulations made by the Governor in Council as to which I now repeat what I submitted in writing left with His Excellency before the Regulations came into operation that as at present advised...
